To attain empowerment (overall goal), SHAPLA NEER believes that the following three objectives should be pursued:
§ Target people of the society will pursue empowerment and self-reliance, building awareness and skill development so that they can work to make their lives better by themselves.
§ Target people will get easy access to primary public service that meets their Basic Human Needs so that they can survive and protect their lives.
§ Target people will obtain proper opportunities for economic development so that they can be economically stable and can participate fully as a member of society.
